The Mumbai Metropolitan Region Development Authority (MMRDA) has initiated a dual-action approach for the Thane-Borivali twin tunnel project, starting with the rehabilitation of project-affected households and followed by a crucial change in the tunnel’s Thane-end design to prevent disruptions to densely populated residential areas.

572 Informal Structures Marked for Rehabilitation

The construction of the twin tunnel, stretching between Tikujiniwadi in Thane and Magathane in Borivali, will impact 572 informal dwellings. These are spread across Rupvate Nagar, Milind Nagar, Pharlewadi, slum redevelopment areas, and encroachments on footpaths in Magathane.

To facilitate project clearance without resistance or delays, MMRDA has outlined three resettlement options for the affected families. Eligible residents must submit their preferred choice in writing:

MMRDA Alters Tunnel Entry/Exit to Avoid Residential Cluster in Thane

Amid growing pressure from residents of Thane’s Mullabaug area, MMRDA has revised the Thane-end alignment of the proposed twin tunnel. The revised plan ensures the highway will remain underground up to five metres beneath ground level and surface only beyond the residential belt.

This adjustment pushes the tunnel’s exit 200 metres forward, beyond the compound wall of Shree Satya Shankar society, towards the Ghodbunder Highway toll plaza. The goal is to bypass high-rise clusters like Cosmos Lounge, Neelkanth Woods, Neelkanth Greens, and The Verraton.

  • Financial Compensation: Households meeting eligibility criteria can opt for monetary reimbursement based on the existing carpet area of their homes.
  • Permanent Relocation Units: Allotted flats are available in MMRDA’s Borivali Integrated Housing Complex and a Mira-Bhayander rental housing scheme developed by M/s. Gujarat and M/s. Sonam Enterprises.
  • On-Site Redevelopment via SRA: Residents can also be relocated through a Slum Rehabilitation Authority (SRA) programme carried out by Bhardwaj Developers, ensuring a return to the redeveloped site post-construction. Temporary shelter will be arranged during the transition.

Change Approved After Resident Protests and Government Intervention

The decision follows sustained objections and appeals made by the Mullabaug Project Affected People (MPAP) group to public representatives, including deputy chief minister Eknath Shinde. MMRDA confirmed that 12 alternate alignments were studied before this revision received in-principle approval.

Tunnel construction at the Thane-end will now use either a box tunnelling method or a cut-and-cover technique. A revised layout map and updated cost estimates are expected to be released following the fresh survey work.

This redesign aims to balance infrastructure development with community welfare, ensuring smoother implementation with minimal displacement and disruption.
